Richard G. Chatfield was arrested September 19, 1984 in Kansas City at 47th and Main Streets when he was observed to drive his automobile through the intersection against a red traffic signal. Chatfield displayed conditions associated with alcohol intoxication and upon testing with a chemical breathalyzer, Chatfield was found to have a blood alcohol concentration of .16 percent.
