Thomas R. Jenkins was arrested September 29, 1984 in Independence near 291 Highway when he was observed driving an automobile to the left of the center line and into the path of oncoming vehicles. Jenkins displayed apparent conditions associated with alcohol intoxication and upon testing with a chemical breathalyzer, Jenkins was found to have a blood alcohol concentration of .284 percent.
