Atlantic Richfield (ARCO) petitions for review of the District of Columbia Commission on Human Rights' (Commission) decision that ARCO discriminated against Elisa S. Janetis, a former employee, on the basis of her personal appearance in violation of the D.C. Human Rights Act. D.C.Code § 1-2501 et seq. (1981).
