On August 12, 1982, the County Court of Shannon County entered an order apportioning and distributing "national forest reserve funds" among four school districts. Three of those districts brought this action against the county court to declare the apportionment invalid and enjoin the distribution of those funds. The first trial court denied the relief sought.
