This is an action under the Federal Tort Claims Act ("FTCA"), 28 U.S.C. §§ 1346(b), 2671 et seq. Plaintiffs seek damages for false arrest and false imprisonment, arising out of their arrest by agents of the Federal Bureau of Investigation ("FBI") on September 9, 1981.
