Before McMILLIAN and BOWMAN, Circuit Judges, and HANSON, Senior District Judge.

Rehearing En Banc Granted December 18, 1986.

HANSON, Senior District Judge.

Before the court is an appeal from the decision of the district court granting Skeets' summary judgment motion, holding that his termination from employment with the Arkansas State Highway and Transportation Department deprived him of due process in violation of 42 U.S.C. § 1983 and reinstating him with full backpay. We affirm the decision of the district court.
