Between September, 1977 and July, 1981, James Richard Terrovona collected child's insurance benefits under the federal Old Age and Survivor's Benefits Act ("OASDI"), 42 U.S.C. §§ 401-433 (1982), by falsely claiming that he was enrolled in college.
