On June 25, 1984, the circuit court entered an "Amended Decision Granting Partial Summary Judgment and Denying Defendants' Cross-Motion for Summary Judgment" (Amended Decision). In effect, the Amended Decision (1) decreed that the State Department of Social Services and Housing (DSSH) could not disqualify adults and their children from medical and financial general...
