HILL, Justice.

This case concerns the dismissal of the grievant, William Graves, from his position as a tax field examiner with the Vermont Department of Taxes (Department). In May of 1983, the State dismissed grievant from his job for "gross misconduct" in the form of "repeated falsification of his expense claims for noon meals."
