Petitioner Billy Arnold Clark ("Clark") appeals from the district court's dismissal of his petition for a writ of habeas corpus. Clark contends that the Government breached his plea agreement by failing to honor its promise not to make any recommendation concerning the sentence he should receive. On the report form required to be sent to the correctional institution, the prosecuting attorney made no recommendation as to the sentence to be imposed...
