A prisoner at the federal penitentiary in Marion, Illinois has asked us for a writ of mandamus to compel the magistrate who is handling his suit against the United States under the Federal Tort Claims Act, 28 U.S.C. §§ 2671-2680, to proceed with greater dispatch.
