This case comes before us on the appeal of the Real Estate Commission (commission) from a Superior Court order directing reimbursement from the Real Estate Recovery Fund (fund), G.L. 1956 (1976 Reenactment) § 5-20.5-5 as amended by P.L. 1978, ch. 169, § 2, to Clifford and Evelyn Leonard (the Leonards), who were allegedly defrauded by Dudley Mattos, a licensed real estate broker.
