GODBOLD, Chief Judge:

This case was brought to challenge an action of the United States Coast Guard. Our review is governed by the Administrative Procedure Act, 5 U.S.C. § 701 et seq.

The Port of Jacksonville Maritime Ad Hoc Committee and Jacksonville Shipyards appeal from the district court's summary judgment granted on motions of the United States Coast Guard and Jacksonville Transit Authority (JTA). We affirm.
