This case arises out of two meetings held at the Cummins Unit of the Arkansas Department of Correction on July 13 and 15, 1984. According to the plaintiff, Victor Leonard, now known as Victor Leonard El, the meetings were Muslim religious services. According to prison officials, the meetings were used to air grievances about the institution and its policies, to incite violence, and to advocate a work stoppage. About 270 inmates were present...
