PER CURIAM:

James Lane Hooten, proceeding pro se, filed this civil rights action alleging that, while an inmate at the Jackson County, Mississippi, jail, the county violated his constitutional rights by limiting his access to a law library, by providing an inadequate library, and by not providing access to writing materials. He was confined to the Jackson County jail pending disposition of his direct appeal from a state conviction.1
