This is an appeal from a final order denying Dr. Nest a medical license in which he contends the Board of Medical Examiners improperly substituted its findings of fact for those of the hearing officer, improperly rejected its own stipulated fact based on information outside the record, and improperly rejected the hearing officer's conclusion of law.
