This is a suspensive appeal from a judgment declaring Rule XII of the Civil Service Commission of the City of New Orleans, (hereinafter referred to as the Commission) invalid as it applies to the August, 1986 reduction in force within the New Orleans Fire Department. The judgment also permanently enjoined the defendants from using the Civil Service job counseling and evaluation reports as part of the lay-off procedure, and ordered the individual plaintiffs...
