The plaintiff, J. Patrick Dohm, alleges in his complaint that procedural irregularities during his criminal prosecution by the City of Rockford for failure to pay penalties for ninety-two parking violations deprived him of his civil rights in violation of 42 U.S.C. §§ 1983 and 1985 and constituted state law torts.
