On November 7, 1984, at approximately 9:00 a.m. Louisiana State Trooper M.D. Erwin gave defendant a speeding ticket, charging him with going 74 m.p.h. in a 50 m.p.h. zone. After a trial, the court found defendant guilty, and fined him twenty dollars plus costs. This court denied defendant's application for supervisory writs, but the Supreme Court granted his application and remanded the case to this court for briefing, argument, and opinion. State...
