Clifford E. Ralston appeals from a superior court order denying his motion to vacate a writ enforcing an Income Assignment Order (IAO) of his wages which had been obtained by the State of Alaska, Child Support Enforcement Division (CSED). The question presented is whether the IAO may be used to enforce a judgment against Ralston for back child support, accrued prior to a court order that Ralston pay monthly child support...
