Randall and Susan Carson bought a farm in 1977. In 1978 the Farmers Home Administration, a division of the Department of Agriculture, loaned the Carsons some money. The FmHA made more loans later. The ten loans come to $375,000. In 1979 the Carsons became delinquent in repayment, and the FmHA accommodated them by a combination of forbearance and further loans. When the Carsons...
