PER CURIAM.

By Act 231 of 1985 the General Assembly substituted the Court of Appeals for the Circuit Court as the first court to review a decision of the Public Service Commission.

It might seem this act conflicts with Amendment 58 to the Arkansas Constitution, which created the Court of Appeals, and Rule 29 of the Rules of the Arkansas Supreme Court which sets the appellate jurisdiction of the Court of Appeals. We decide the appellate jurisdiction of the...
