This suit involves a controversy concerning runway 13R — the new $50 million western northwest/southeast diagonal "cross-wind" runway — at the Dallas-Fort Worth International Airport ("DFW").

Before construction started in late 1983, the Federal Aviation Administration ("FAA") specifically found that runway 13R was consistent "with existing national environmental policies and objectives...
