On June 10, 1983, Inter-City Gas Corporation, which supplies natural gas service to consumers in northern Minnesota, filed with the Minnesota Public Utilities Commission (MPUC) a proposed schedule of increased rates. Pursuant to Minn.Stat. § 216B.16 (1984), MPUC suspended operation of the proposed schedule and, on July 22, 1983, authorized an interim rate schedule which was to be effective pending MPUC's final determination.
