FACTS

Keith Grewe filed an unemployment compensation claim on July 26, 1981, and received benefits in 1981 and 1982. The Commissioner determined in December 1982 that Grewe had not been eligible for benefits from May 16 through June 12, 1982, and from June 13 through July 10, 1982, because in those weeks he received vacation pay from his former employer.
