Henry M. Brady filed a petition for writ of mandamus in the Circuit Court of Mobile County, asking that the State Pilotage Commission be directed to issue to him a Mobile bar pilot's license. The court refused to issue the writ; Brady appealed to the Court of Civil Appeals, and that court reversed the trial court's judgment and granted the writ.
