The sole issue presented on this appeal is the validity of a twenty-five cents per ticket surcharge on every ticket sold to functions at the Rapides Parish Coliseum. The surcharge was imposed by the defendant-appellant, Rapides Parish Coliseum Authority, to provide funds for increased security, lighting, supervision, and improvements for the parking area of the Coliseum.
