On August 10, 1982, appellant Hamblen was denied access to an area in which a fire was burning. He was subsequently arrested and detained in a patrol car for a brief period. On the basis of this incident, Hamblen filed suit under 42 U.S.C. §§ 1983, 1985, 1986 (1982), against the county and three individual law enforcement officers, alleging his civil rights were violated by what he claimed was an unreasonable seizure and use of excessive force...
