In this declaratory judgment action plaintiff sought to have the district court declare valid and binding an oil, gas, and hydrocarbon lease which he had entered into with the Division of State Lands. The Division had cancelled the lease, claiming that it had been erroneously entered into because the lands leased had previously been withdrawn from oil, gas, and hydrocarbon leasing.
