ROSS, Circuit Judge.

The question presented in this case is whether the recently enacted Insanity Defense Reform Act, 18 U.S.C. §§ 20, 4241-4247 (Supp.1984) violates the due process clause of the fifth amendment by unconstitutionally shifting to the defendant, the burden of proving insanity by clear and convincing evidence. We conclude that it does not, and therefore affirm the judgment of the district court.
