Kenneth Manning appeals from his conviction on two counts of taking or attempting to take migratory game birds by the aid of baiting in violation of the Migratory Bird Treaty Act, 16 U.S.C. § 703, and 50 C.F.R. § 20.21(i). For reversal, Manning argues that (1) the evidence was insufficient to establish his guilt beyond a reasonable doubt; (2) the government should be estopped to prosecute him for an activity which a government agent...
