Hazelwood Water District brought this action in quantum meruit to recover the value of construction and installation of two master water meters and two anti-backflow devices that it furnished to defendant First Union Real Estate Equity and Mortgage Investments.1 The trial court found for plaintiff but reduced its recovery by 25 percent, because a portion of the property served by the new devices
