This is a civil service suit for damages growing out of an alleged wrongful discharge of three police officers. The issue presented is whether under the Dallas City Charter, the City Manager and City Civil Service Board can increase the punishment assessed by the Police Chief in disciplinary actions, when those actions are appealed to the City Manager.
