Hoke, sued the appellees, Fort Lauderdale Board of Adjustment and City of Fort Lauderdale, for declaratory and injunctive relief to obtain a declaration of his rights under certain city ordinances as they relate to his construction of a carport on his property located in the City of Fort Lauderdale.
