This action for declaratory and other relief was brought by nine firefighters employed by Elizabeth City. They seek relief for the removal of accumulated vacation leave from their employment records by defendants Elizabeth City, the city manager, the mayor and the members of the city council. We reverse and remand in part and affirm in part.
