Charan Dass Taneja appeals from the district court's grant of summary judgment to the Attorney General and the Immigration and Naturalization Service (INS) in Taneja's action to compel INS to issue him a "sixth preference visa." See 8 U.S.C. § 1153(a)(6) (1982).
