Alva S. Brady, a registered nurse, applied for unemployment compensation benefits after she was discharged by her employer, Human Resource Institute of Norfolk, Inc. (HRI). A deputy of the Virginia Employment Commission (the Commission) determined that she was entitled to benefits because HRI had failed to prove that Brady was discharged for work-related misconduct.
