Petitioner Carlos Alberto Villanueva-Franco, a citizen and native of Mexico, petitions for review of a final order of the Board of Immigration Appeals denying his application for voluntary departure. Deportation proceedings were initiated by issuance of an Order to Show Cause on July 22, 1983.
