The City of St. Louis (City) brings this petition for review of a Department of Labor (Department) order that required it to repay $715,210.48 in costs disallowed under the Comprehensive Employment Training Act of 1973, Pub.L. No. 93-203, §§ 1 et seq., 87 Stat. 839 (1974), amended by CETA Amendments of 1978, Pub.L. No. 95-524, §§ 1 et seq., 92 Stat. 1909 (1978) (repealed 1982) (CETA or the Act).
