Petitioner, Merlin Marechal, filed a petition for injunction seeking to enjoin the defendant, Louisiana State Racing Commission ("Commission"), from enforcing the Commission's order suspending him for a period of three years and fining him $2,000.1 The matter came for trial on April 9, 1983 but was submitted on the record and continued for submission of briefs.
