In this Superior Court class action for a preliminary injunction and a decision on the merits, the trial justice found the General Public Assistance (GPA) "lump sum" rule as set forth in the Department of Human Services (DHS)1 Manual § 605(III)(H) to be in direct contravention of G.L. 1956 (1984 Reenactment) § 40-6-9 and declared it null and void.
