MOORE, Justice.

We are asked in this appeal to consider the statutory requirements a candidate must meet to file for public office in Alaska and whether a Division of Elections policy properly implements those requirements. The trial court ruled that the name of a Fairbanks legislative candidate who had "substantially complied" with the statutory filing deadline should be placed on the 1984 primary ballot...
