In this disciplinary proceeding, the hearing panel adopted the hearing board's findings of fact and conclusions but rejected the hearing board's recommendations for discipline. Four members of the panel recommended that the respondent be disbarred and assessed costs because they found an egregious pattern of misconduct coupled with a variety of offenses and the fabrication of evidence with no mitigating circumstances.
