In April 1983, petitioner, Howard Taylor, was convicted on two counts of bank robbery in violation of 18 U.S.C. §§ 2113(a) and (d). The details concerning his crimes are not relevant to the present appeal, but may be found in our affirmance of his conviction on direct appeal. See United States v.
