The plaintiff, Janice Foster, brought claims, on her behalf and on behalf of those similarly situated, challenging the poor-relief eligibility guidelines adopted in 1981 by the defendants, including inter alia, Center Township, its Trustee, Helen Salek, and LaPorte County, Indiana.
