Defendant appeals from the granting of plaintiffs' motion for summary judgment by the United States District Court for the Western District of Kentucky. The district court declared the City of Louisville Ordinance 136, Series 1983 (Minority Vendors Ordinance) unconstitutional and, thus, enjoined the enforcement of the provisions of the ordinance. We affirm.
