Israel Lopez, a Cuban refugee, appeals from a May 23, 1985 post-conviction order denying his motion to withdraw his guilty plea. Lopez pleaded guilty to a lesser charge of possession of marijuana with intent to distribute under a plea negotiation. He was sentenced on May 8, 1984.
