Petitioner, Faustino Dolores, seeks review by this Court of the decision by the Board of Immigration Appeals (BIA) to deny his motion to reopen his deportation proceedings in order to enable him to apply for asylum or withholding of deportation. In the alternative, Dolores asks this Court to exercise its authority under 28 U.S.C. § 2347(c) to remand his case to the BIA for consideration of new evidence.
