This case presents questions involving the due process rights of defendants sued in United States District Courts under provisions of the Foreign Sovereign Immunities Act of 1976 (codified at 28 U.S.C. §§ 1330; 1332(a)(2)-(4); 1391(f); 1441(d) and 1602-1611) (hereinafter cited as FSIA or the Act).
