Before the Court is defendant District of Columbia's motion to dismiss plaintiff's suit against it for lack of subject matter jurisdiction. Plaintiff Sylvia Y. Christmas concedes that there is no diversity between herself and defendant, but urges the Court to exercise pendent jurisdiction over her claims.
